Mayor Joe Jerkins said the city has tried to cite the owner repeatedly and to condemn the building, but cannot find the owner.
"We've never written a citation," Jerkins said. "Every time we've tried to send something, it comes back."
In an effort to find the homeowners of abandoned homes and businesses, the city hired retired former Superior Court Judge Ken Nix, who specialized in real estate law as a lawyer.
Jerkins said Nix is working to find this business owner so that the city can move forward in condemning the space he owned in the downtown building.
